Best way to get rid of dinoflagellates?

I have a bad case of the dino's and can't get rid of it. My tank is a 75g 55 gal sump section and fuge in one tank. My parameters are
ammonia 0
Sg 1.026
ph 8.4
nitrates 0
nitrites 0
phos. 0
mg. 1400
cal 430
dkh 9
I have 4 t5 and they are ati bulbs. Got them 3 months ago. I run my lights from 8:30 am to 8:00pm. Can't find a way to get a handle on this and its frustrating me. I have this problem for about 2 weeks. I heard of raising ph but don't know how to do that and if even works good or not. Plz someone help me b4 i take a bat to my tank (not really but very frustrating to say the least). Thx to all who can give me some feed back on this. Oh and i feed my fish only 2 times a day. I also i only have some softies 2 sps and one lps and five fish.
