Pump upgrade suggestions

I'm looking for suggestions on an external pump for my newly updated system. I had a 110 gal system with a basement sump that was powered by a Blueline HD40. The tank leaked so I'm replacing it with a Marineland DD 250 gal - very cool! But now I need more flow to achieve at least 4x turnover. Please give me your feedback for potential options that meet these parameters:
1) I want at least 1000 gph at ~12 feet of head pressure. I currently use my return pump to feed my fuge & GFO, but that isn't essential. I'm also planning to use powerheads for all of my internal flow in the display so I really only need a pump that can give me enough turnover.
2) I want the pump to be quiet. This is a basement sump, but it is a finished basement that I use. My blueline is very loud so I'd like to reduce the noise if possible.
3) Energy efficiency. I hope to stay under 200 watts.
4) Not too pricey - no $500 pumps for me!
I like what I've read about Poseidon PS4 pumps. They are very inexpensive, super quiet, and would help to heat my system (I like the idea of recylcing waste heat in place of using extra heaters and I'm planning to use mostly LED lighting so I don't think my tank would overheat too readily). The downside is that they are a little underpowered. Flow calculations suggest only about 950 gph. I assume it would really do a little worse. Anyone know of a similar pump with just a bit more flow or have a better suggestion? Thanks!
