Berlin style sump or refugium?

I just got my new Oceanic dual overflow 140 gallon. I have been researching and think I'm going to plumb it with the Herbie method. I got a joke of a wet/dry filter with a built in skimmer that I had had thought of maybe taking the bioballs out of and using as a berlin style sump. Otherwise, I will need to get a new sump. My question is-If im going to run carbon and gfo or biopellets, will I also need to run a refugium? I currently run a fuge on my 75 gallon set up and I have problems with reoccuring hair algae. I have not added gfo to that system, but plan on doing so on the new 140. Also, if I do skip the fuge will a 180 skimmer work or should I go larger. Plannning on the dyi kit from Avast the cs1 pegleg, although I may have to go larger.
